Correctional Services to closely monitor Agrizzi after hospitalisation

Correctional Services says it will closely monitor the condition of former Bosasa COO, Angelo Agrizzi, who has been transferred from prison in Johannesburg to an external public hospital for medical attention.

Agrizzi spent his first night in prison on Wednesday after he was denied bail in the Palm Ridge Specialised Commercial Crimes Court. He appeared on charges of corruption and fraud.

Angelo Agrizzi’s bail application:

During his bail application, Agrizzi’s lawyer argued that sending him to prison would be detrimental to his health as he had comorbidities and the system was still struggling to contain the spread of COVID-19.

However, state advocate Arno Rossouw told the court that Agrizzi was a huge flight risk because of his substantial foreign investments in countries like Italy that run into millions of rand. Agrizzi will be back in court with his co-accused, former African National Congress MP Vincent Smith who’s out on R30 000 bail, on the 3rd of December.

Department of Correctional Services, Singabakho Nxumalo, says Agrizzi’s medical condition will be monitored.

“The Department of Correctional Services (DCS) can confirm that Remand Detainee, Angelo Agrizzi, has been transferred to an external public hospital in order to receive further medical attention. All inmates are entitled to healthcare services in line with correctional provisions. His condition will continue to be monitored.”

The case of former Bosasa COO Angelo Agrizzi and former ANC MP, Vincent Smith, will be back in the Commercial Crimes court in the Palm Ridge Magistrate’s Court on December 3rd.

Ramaphosa extends COVID-19 relief grant by three months

President Cyril Ramaphosa has extended the COVID-19 special relief grant by a further three months. The grant period was set to end in October.

The President was addressing a joint sitting of Parliament on government’s plan, known as the South African Economic Reconstruction and Recovery Plan, to get the economy back into a job-creating growth path following the nation lockdown to curb the spread of the coronavirus (COVID-19).

The President says through the special COVID-19 grants and the top-up of existing grants, close to R40 billion in additional support has been provided to more than 17 million people from poor households.

“The evidence suggests that the expansion of social protection has kept more than five million people above the food poverty line during the past six months. The Special COVID-19 Grant, in particular, represents a significant achievement, reaching more than 6 million unemployed people in a short space of time,” Ramaphosa said.

Ramaphosa says studies conducted showed that the grants were vital in reducing the impact of COVID-19 on levels of poverty and hunger.

However, the President says the grant cannot be expanded beyond three months.

“Also, having realised that pending the full implementation of these measures that we are announcing there will be a gap of some three months where we need to give support to our people to continue the support that was given six months ago to make it nine months. The stretched nature of our financial resources does make it difficult and impossible to extend it beyond the three months.”

UIF payouts

Ramaphosa says more than 960 000 companies have benefited through the UIF wage support scheme and through the grants and loans provided by various government departments and public entities.

He says more than four million workers have received R49 billion in wage support.

“More than four million workers have received R49 billion in wage support, helping to protect these jobs even while companies were not able to operate. In addition to those businesses that have received direct support, many more companies have benefited from tax relief measures worth in the region of R40 billion.”

Loan Guarantee Scheme

The President says government’s R200 billion Loan Guarantee Scheme to protect jobs and save companies from bankruptcy.

“This scheme has thus far provided R16 billion in low-interest loans to almost 12 000 businesses. Banks have together provided an additional R34 billion in debt relief to individuals and businesses. Nonetheless, this is far short of what is needed and what is possible,” Ramaphosa said.

He says government is working with the banks to ensure that more companies are able to access assistance as they resume their operations and that the full potential of this scheme can be realised.

The President has commended the South African Reserve Bank for acting swiftly to support the economy and protect the financial system by reducing interest rates to their lowest level in more than 50 years.

State says defence in Nathaniel Julies case is obliged to present new facts

The National Prosecution Authority (NPA) says the defence in the case of one of the three police officers arrested for the murder of Nathaniel Julies is bound by law to disclose to the state the new facts they intend to bring in their second attempt for bail.

The accused, Foster Netshiongolo, wants to be released on bail. His application and that of his co-accused Caylene Whiteboy and Simon Ndyalvane were rejected in the Protea Magistrate’s Court in Soweto last month.

Even though he was not present in court, he was represented by his new lawyer after the court heard that his previous attorney intends withdrawing from the case.

The trio face several charges between them including murder, defeating the ends of justice and possession of prohibited ammunition.

Netshiongolo’s new lawyer is reluctant to present his client’s new facts to the state. However, NPA spokesperson Phindi Mjondondwane says he is legally obliged to do so.

“Section 65 subsection 3 of the Criminal Procedure Act dictates to the defence to reveal to the state their new facts for an application to be released on bail so that state can firstly exercise their right to interrogate whether or not those facts are new facts and then prepare a response in opposing the bail application.”

UIF applicants sleep at Department of Labour offices in Polokwane to avoid long queues

Some Unemployment Insurance Fund (UIF) applicants say they have been sleeping at the Department of Labour offices in Polokwane because the queue is long and the service is slow.

Applicants who have been in the queue since Monday say they sleep outside the offices at night because they do not have money to travel home every day.

They say they start queueing at three o’clock in the morning.

“We sleepover here because we have been coming daily and going home without help and we no longer have taxi fare to come here daily. By sleeping over we hope we will be here first to be assisted. We don’t want to come here daily hence we decided to sleepover so that we can start queuing at around 3am. We want to be helped first before they tell us that the system is off.”

Hundreds queue at UIF offices:

Labour spokesperson, Lerato Mashamba, says their system has been unstable, and they are also receiving an increased number of claims due to job losses in different sectors.

“We are receiving large numbers of applications from clients due to the pandemic, as there has been a number of retrenchment that has been happening throughout the country. However, due to the influx of clients visiting our offices, we are experiencing an unstable system. We do apologise for the inconvenience caused, however, for clients who are turned back on a daily basis we do ensure that we do prioritise them. Clients are given numbers and are turned back and advised to come as early as possible so that they are the ones who are assisted first.”

UIF’s chief director, Advocate Mzwanele Yawa has also urged people to use other avenues when enquiring about the status of their UIF applications.

The UIF has further indicated that there are no set deadlines for COVID-19 benefit applications or any other claims.

87 taxi drivers, operators killed in Western Cape in 2020

Western Cape Minister of Transport Bonginkosi Madikizela says 87 taxi drivers and operators have been killed in 2020 in ongoing taxi violence in the province.

He says a dedicated team of detectives was established to investigate taxi-related crimes.

Madikizela addressed the provincial taxi industry Lekgotla in Cape Town aimed at addressing a number of issues plaguing the sector. These include rivalry over lucrative routes and extortion.

Rival taxi organisations have been at loggerheads over lucrative routes.

Madikizela says leaders need to commit to peace and unity.

“Colleagues, it is really painting a bleak picture that 87 operators and drivers have been killed this year alone. 63 cases are registered including murder, double murder and triple-murder cases. A further 34 cases of attempted murder are also under investigation. With 40 victims wounded. Commuters have been caught in the crossfire as rival taxi groupings send hitmen to take out rivals. This image of a warring blood-soaked minibus taxi industry will only change when leaders commit to peace and unity.”

Partnership with government

The Chairperson of SANTACO in the Western Cape, Nazeem Abdurahman, says change within the minibus taxi industry can only happen in partnership with government. He was also speaking at the taxi Lekgotla.

With the collapse of the rail system in Cape Town, minibus taxis transport up to 70% of all commuters.

Abdurahman says the industry cannot grow or professionalise outside of a government subsidised structure.

“The expectation is for us as the minibus taxi industry to enjoy the same subsidy that government is giving all other modes of transport. We are transporting currently about 70% of commuters daily and to operate without a subsidy is very difficult to give that first class service to our citizens that they deserve.”
