Seven Mali soldiers killed in separate convoy attacks: Army

Seven Malian soldiers were killed on Saturday in two separate attacks on patrols in the centre-west of the country, the army said, the latest bloodshed to indicate violence is shifting southward into previously peaceful areas.

At around 11:20 GMT an army escort was ambushed near the town of Mourdiah, around 200 km (120 miles) north of the capital Bamako, killing two and injuring three, the army said in a statement published on Facebook.

Two hours later an army truck hit a roadside bomb near Segou, around 200 km (120 miles) north-east of Bamako, killing all five passengers, the army said.

“A sweep of the area where the incident took place led to the arrest of two suspects who were immediately handed over to the gendarmerie,” the army said, without accusing a group of responsibility for either attack.

Armed attacks by Islamist militants and other groups are common across vast swathes of Mali and its neighbours Burkina Faso and Niger, despite a heavy presence of international troops. Thousands of civilians have been killed and millions displaced.

LGE 2021 | Hiccups experienced in voting stations as citizens queue for votes

Voting across the country has started as South Africans queue for the Local Government Elections, however, a few hiccups have been experienced in some areas.

GAUTENG

No ballot boxes in Elardus Park

The Elardus Park Laerskool voting station in Pretoria has not yet received ballot boxes and their voting register.

Voting was supposed to start at 7 am on Monday, but only got underway an hour later.

IEC officials used an alternative system to register voters at the moment.

Congress of the People (COPE) Spokesperson, Dennis Bloem was in the queue with a number of other voters since 06:30am

“The voting station opened at 8 am. They are saying they are waiting for ballot boxes and the register. Now they are using another system called VMD to register. We were told by the presiding officer that they forgot the ballot boxes and register. Up until now, it’s not here.”

Sandton: No stationary

Voters that have been queuing at the Parkmore Field and Study Centre in Sandton, Johannesburg, say the start to voting in the Local Government Election has been a disaster.

The voting station which has already seen throngs of queues has not yet opened as IEC officials are without stationary.

This Johannesburg voter has been in the queue since early this morning.

“We are trying to vote at the Field and Study Centre. The IEC won’t open the voting booths because they don’t have any stationary. Stationary like pens. We watched the area manager come through in the morning to bring a few things. The queue is very, very long here but there is absolutely no movement. All we are doing is watching the bunnies at the Field and Study Centre. It seems like an absolute disaster.”

Voting is also underway in Soweto

KWAZULU-NATAL

Fire at a voting

KwaZulu-Natal police have confirmed that they are investigating the cause of the fire at a voting station at Kwanyavu in Mkhambathini municipality under the Umgungundlovu district in the KwaZulu-Natal midlands.

National police spokesperson Brigadier Vish Naidoo says the voting station was allegedly petrol-bombed overnight.

More than 18 000 law enforcement officers will be deployed in KwaZulu-Natal for the Local Government Elections.

Police Minister Bheki Cele says areas such as eThekwini and Plessislaer in KwaZulu-Natal have been identified as hotspots of politically motivated killings that will require additional police deployment during the Local Government Elections.

MPUMALANGA

Security  beefed

Voters around Mbombela and surrounding areas in Mpumalanga are slowly trickling into polling stations to cast their votes.

In the urban areas, some people, particularly elders, arrived as early as 5 am.

In the townships, some people are going by their daily activities hoping to vote as the day goes by.

Most of the polling stations opened on time. Security has been beefed and the ballot boxes were transported by law enforcement.

Some of the voters say they have been voting since 1994. They have different reasons for voting.

“I really need someone who is an honest leader, who is going to do the job that he has been voting for, so that’s why I always for vote for people who seem honest, it’s too much corruption go to Barberton as there are too many potholes, they are not doing anything for us. We had a budget here, since Mbombela took over, nothing is happening here, for the future of our children, for the future of this country and strengthened democracy,” says one voter.

Voting underway in Emalahleni, Mpumalanga:

LIMPOPO

Bela Bela: Opening voting station was delayed

Voting has started at Extension 8 in ward 4, in the Bela Bela Local Municipality in Limpopo where the opening of the voting station was delayed due to the unavailability of scanners.

Some voters who have cast their votes at the station have expressed their satisfaction with the process.

“I’m very, very excited about the opening of the voting station I hope most of the people will come during the day vote is very important because the more you vote is then you get the changes in our local municipality.”

NORTHERN CAPE

Voters with disabilities in Kimberley feel left out

Fabia Pico who went to cast her ballot at a voting station in Kimberley say they would like to see universal inclusivity.

SANDF ready to support police in ensuring law and order at voting stations

The South African National Defence Force (SANDF) says they are ready to support the police in ensuring law and order during voting on Monday.

SANDF Spokesperson, Brigadier General Mafi Mgobozi says the 10 000 soldiers have been deployed around hotspot areas and at national key points around the country.

“And one of the things that our soldiers are going to do is to guard voting material storage of the IEC (Electoral Commission of South Africa) and also to help with the transportation of materials in inaccessible areas. And others will be on standby for anything which could happen when the police need them and support them our soldiers will respond and go support them,” says Mgobozi.

More than 300 voting station hotspots have been identified across the country where law enforcement agencies will be deployed.

LGE 2021 | Voting underway across South Africa

Voting stations across South Africa opened at 7am on Monday morning for the 2021 local government elections.

Over 23 000 polling stations are expected to operate until 9 pm.

Voters at Motupa in Tzaneen in Limpopo say they want the incoming local government to improve road conditions in the village. They say roads are so impassible that they sometimes carry coffins to the burial sites because hearses do not have access. Motupa has been identified as one of the election unrest hotspots by the Limpopo security cluster. These voters at the local voting station say they want improved services.

Limpopo’s Community Safety MEC Mavhungu-Lerule Ramakhanya says more than five thousand police officers, traffic officers and SANDF members will be deployed across the province on Monday.

Quiet start in Ekurhuleni

It’s a quiet start in the City of Ekhurleni on Monday, as voters begin to trickle into polling stations across the City. Ekhuruleni has the second-highest number of registered voters in Gauteng with more than 1.5 million people on the voters roll this year.

Just a few people can be seen waiting in lines to enter the polling stations as their doors open up at 07:00.

Strict COVID-19 protocols do seem to be in place, as the few people who are already waiting in line can be seen wearing face masks and are observing social distancing.

Police are also out in their numbers and are keeping a close eye on the polling stations to ensure law and order.

Meanwhile, more than 17 500 eligible voters have registered to cast their ballots in Houtbay in Cape Town. This comes as more than 26 million voters are expected to participate in the 5th democratic municipal elections in South Africa.

The elections are conducted for the first time under lockdown regulations and during a pandemic. About 300 voting stations have been identified as so-called hotspots in the country.

Hout Bay, a fishing community in ward 74 is located next to two iconic landmarks, the Sentinel on the Southern tip of the African continent and another iconic mountain – Chapman’s Peak which is facing the Sentinel. More than 33 400 people live in the area. It includes communities in Hangberg, Imizamo Yethu and Landudno.

Hangberg is a predominantly coloured community while Imizamo Yethu is a predominantly IsiXhosa speaking community. The two areas have been at the centre of protest action in recent years in Houtbay over lack of service delivery, fishing rights and lack of access to land to accommodate the communities.

KwaZulu-Natal: officers will be deployed in the KwaNyavu

Police Minister Bheki Cele says more officers will be deployed in the KwaNyavu area in Mkhambathini in KwaZulu-Natal, where voting stations could not open to carry out Special Votes over the weekend. Cele says now the province has 128 high-risk voting stations which will be closely monitored by police. He says police will be out in full force to ensure the affected voting stations are able to open on time  on Monday.

Northern Cape IEC urges residents to vote

The IEC in the Northern Cape is encouraging residents to come in their numbers to cast their ballots. IEC Head in the province Bonolo Modise says all 728 voting stations in the Northern Cape will be opened from 7 am until 9 pm on Monday.

He says over 620 000 registered voters across the province are expected to cast their votes and has assured the public that all COVID-19 protocols measures will be adhered to.

“We’re hoping that as many voters as possible, those that have registered will show up to exercise their right to vote for those people that would form the new council in the areas where they stay. We’ve put into place the proper COVID-19 measures to ensure the safety of all the voters who will be coming to our stations. We’d like to encourage as many people as possible to come and vote. Those were applied for special votes and we’re not able to vote either on Saturday or on Sunday are more than welcome to come to stations and vote,” says Modise.

Enoch Mgijima Municipality, in the Eastern Cape

Residents of the Komani-based Enoch Mgijima Municipality, in the Eastern Cape, are hoping that Monda elections will bring about much-needed basic services.

The municipality has faced a number of challenges including water shortages due to drought, lack of rubbish collection and poor maintenance of roads. It further forms part of the 14 financially-distressed municipalities in the province. It has also been receiving poor audit outcomes due to the mismanagement of its finances.

Resident Loyiso Mputhi says their living conditions continue to deteriorate.

“We have a challenge of water and it’s been a while nobody is listening to the community about what they want as a result we have youth that have resorted to drugs and drinking too much. I hope the candidate that we are going to vote for will do better for the community and he or she must listen to the community,” says Mputhi.
